I recently enabled and restricted secure connections to TLS 1.2 on a server and also removed the insecure cipher TLS_RSA_WITH_3DES_EDE_CBC_SHA

I noticed that a specific exe I had compiled in .net which downloads a file from that server does not work anymore. It will give the following error:

Could not create SSL/TLS secure channel.

I then moved this to another system, also running Windows 10. Same error. Moved to a Windows Server 2016. Same error. I re-created the exe to download from other servers which have TLS 1.0, 1.1 and the cipher still enabled and it works.

Is there any reason why .NET will not work with strict 1.2 connections to servers or sites?
