Can someone explain the appeal of Vaughan?

Controversial opinion time:

From what I've read, Brian K. Vaughan seems really overrated.

To me, Y: The Last Man was decent, Saga was okay, and We Stand on Guard is just awful.

My main complaint is that, IMO, Vaughn doesn’t write comics. He writes scripts. It doesn’t seem like he puts much thought into panel structure. Look at Tom King, Jeff Lemire, or Alan Moore (writers who Vaughn has been compared to). There’s meaning in their panels, meaning that could only be conveyed by in a comic book. Open up the first issue of Omega Men, and you’ll see what I’m talking about; that shit is real, intense and claustrophobic as hell. The pacing, formed by each page's panel design, adds to the story and is real art. I couldn't find any of that in any of Vaughan's work.

Please understand: I'm not trying to attack something you love. I just want to add to the discussion. IMO, Vaughan is a good writer. But I don't consider him among the best, and I don't get why his work is recommended so much.

TL;DR: In my opinion, Vaughan writes interesting plots and characters, but doesn’t communicate meaning through panel structure/design. I don't understand how he can be considered a top writer.
