Course of Action to Help Family Member With Severe OCD

I'm new to this subreddit, but hoping that you guys can help me work out a course of action to help my younger brother [24M] with his severe OCD. We're in Canada for reference.

Some back story - my brother has stunted cognitive development due to complications at birth. He has always been a very quiet person who has difficulty making friends. Through his teens he showed signs of mild to moderate OCD (counting, repetition, rituals) that was noticeable but not life altering. He graduated college 2 years ago, and although at that point he still didn't have any friends and lived at home with our mom, he seemed to be functioning and content.

I came home for the holidays this year and immediately noticed a drastic change in my brother. He had lost 20 pounds, wouldn't speak to or interact with anyone, wouldn't sit on furniture, and wouldn't leave the house. All he did was stand silently in the middle of the room mumbling to himself, and then cycle the house to make sure everything is in order. His hands were raw from washing them so many times. I was shocked.

My mom broke down when she saw my reaction. I don't think she has any idea what to do - she says he's been like this for months now. She seems to think it will get better with time and gets frustrated that he isn't "snapping out of it". I know he needs professional help ASAP - in my opinion away from the house and without waiting another day. It hurts my heart to see him like this, and I'm very very worried.

Reddit - where should I start in getting him the treatment he needs? I know his GP is aware of his OCD and Anxiety and has referred him to CBT in the past, but this seems to have escalated to a different level.
