MSB4096 "ReferencePath" Build Error

Hello,

I'm creating a project in Visual Studio 2017 and I am running into an issue where ILMerge and MSBUILD.ILMERGE.Task keeps failing for my project. I pushed my local copy that works up to source control but when other developers pull the source down, they run into the following error.

The item "PATHTO.dll" in item list "ReferencePath" does not define a value for metadata "CopyLocal". In order to use this metadata, either qualify it by specifying %(ReferencePath.CopyLocal), or ensure that all items in this list define a value for this metadata.

I searched online for hours getting ready to bang my head on the wall. I copied the contents of the working project directly to a pulled copy locally and still ran into the same issue. If anyone can help with this issue it would be appreciated.
