Broken CSS when deploying to web server.

Im making a webApp on MVC5 and have deployed it on Azure. When I run it on my localhost, it looks great. But when I deploy it on the server and visit the website, the css is all messed up. So I inspect the page and found out that all the css files are bundled into:

 link href="/Content/css?v=tuifYadii90U6U_nTlRUHbi8c8gCMBg8Tt48v8cJ4xU1" rel="stylesheet"/> 

i guess thats what bundling is supposed to do? But anyways, I look into the above css file and I am able to access it on the server so there's no issue of user permissions/privileges. What is causing this problem? Any help would be appreciated. thanks!

update:

I set <compilation debug="false" targetFramework="4.5" /> in my web.config to run the app in release mode on my localhost and I get the same messed up css as in the web server.
