Which layer(s) should I use Web APIs? With layers being UI, business, service, repository, data?

I'm starting on a very large ASP.NET MVC project and want to make use of Web API, but not sure what layers it's best used for. One person told me use them everywhere possible, and someone else said only as the entry to the business layer. Your input is appreciated.
