Trying to find the upcoming breaking change to old dotnet versions 4.0~ HTTPS

I read an article about how the new https rule to default to TLS 1.2 will break older dotnet frameworks that defaults to 1.1. Has anyone seen an article like this explaining what to do to fix it?
