What is the most current .NET model to develop a RESTful API since .NET has undergone so many changes?

I would like to learn to create .NET API’s that I can access with JavaScript XHR so I can request from anywhere.

Is there anything similar to SharePoints SPFx PnP offering with yoman and gulp? Just looking for the “edge” approach to dive into.
