Net Framework 4.7.2 killed my Net

i need your help, i'm on win 8.1, back in october 2018 i updated my net framework to the latest (4.7.2) not realizing that it will destroy my internet forever.. what it has done are basically 3 things, firstly, its impossible for me to use any site on https as it keeps creating "tls handshake" issue and then crashing the page in the the "Security connection failed" page which means its quite impossible for me to even run facebook or my email because of it, now the issue is that its IMPOSSIBLE to rollback this "virus" called net framework and no matter what i tried over the last 4 months, its not going anywhere, a few times i made registry changes like adding TLS 1.0/1.1/1.2 support to default under SCHANNEL which i though cured one of the 3 problems but after shutdown, it usually comes back triggered by ANY app that uses net framework, this is becoming irritating as hell, the other 2 issues are that it stops certain programs from connecting to the net such as those used by security cameras like hikvision or dahua, it basically blocks them...

the 3rd is that it prevents me from using any softwares that runs ips like port scanners and slows down tools like cygwin or anything that uses the net fast.. ..its so worse that over the last few months i disabled the firewall as well as microsoft defender and destroyed all my anti-viruses incase any of those were the culprit, they weren't ..now my computer is very much open with the biggest virus of them all, Net Framework and i have no idea what to do , i have tried every method i can find online and nothing works, even the netrepair tool and the cleanup tool..please tell me there is a way to roll this effing virus back? i want to go back to whatever came with my win8.1 as i had no issues before the upgrade (more like downgrade), i made the mistake of downloading the standalone installer for this update and did not do it via window update..it took me a while to even load this page cause the TLS issue blocks me from accessing any site on https but if i refresh, it only loads half the site with missing .js or .css files.

i even tried deleting the whole net framework folder which windows stopped me from doing by stopping me from removing some of the files. there is no uninstall option anywhere.i can't even go to support Microsoft website as its on https thus it crashes, can't even use my emails or other sites which i visited cause all are on https... the only way i can use some of the sites is via a VPN (nordVPN) but i can't afford to use them forever..i don't' have a windows 8.1 repair/installation disc. i even tried system restore to when it was working, a few days back but nothing, once it gets triggered it controls it and registry gets ignored, i have no idea what to do, i asked many experts online, none knew what was wrong but they all told me to do a clean install which i cannot cause i won't eff up my PC because Microsoft decided to make a software which cannot be rollbacked if it has issues.. please help me, i'm not rich so i can't afford tools, its hard to download stuff because of this bug specifically since most download sites are running on https and even windows update keeps failing as its downloads, again from https sites..i even disabled net framework 4.5 on my optional features section on win8.1 but still, 4.7.2 ENFORCES itself over everything related to the net and apps which use it making my PC utterly useless, please help me? :(

is there anything i can provide that can help you guys? again, no virus issues on my PC, the issue is net framework cause it started on Oct23rd, a week after i 'updated' Net framework and it started a week later because there was a power outage and my PC was actually shutdown so .net was able to write stuff when it turned up again which has been causing me problems since..
