Desktop PC recommendations for general development that supports multiple 4k Monitors

I want to buy or build a dedicated desktop PC because the hybrid graphics on my XPS 15 are unreliable. The goal is the have a discrete graphics card that can support up to 2 4k monitors at 60hz or above.

Those of you who use a desktop for a similar use case with multiple 4k screens, what do you run and what do you recommend?

More information:

What I do

  1. Run Visual Studio, SSMS, Photoshop (lightly), InkScape, Visio, Office 365, various other 2D diagramming and mindmapping tools.
  2. Occasionally run VMs, but I don't know other than RAM and SSD, what would make those run any better.

What I don't do

  1. I don't game, so I don't need framerate.
  2. I don't do 3D stuff.
  3. I don't do video processing or editing at an intense level, but casually, yes. I wouldn't call that a major use case.

What I think I need:

  1. A COTS (Dell) or custom-build PC specced as follows:

a. any old processor (not sure) b. 32 gb of RAM c. Windows 10 Pro, 64-bit d. 256 or 512 gb drive e. 2-5 TB internal drive (optional at first) f. discrete video card (NVidia cards have been suggested, but I'm unable to distinguish which of the $200, $300, or $2000 cards are the minimum I need )
