What would be the best way to implement the following?

I'm a practise site. I'm using .Net Core & Angular.

The site is based around adverts and users are able to upload adverts. Theres 3 main parts of this. The basic property details, the photos, and the payment.

Would a 3 step form be the best scenario in this case? And should I have each feature above controlled in a separate function. Would each step save to the DB when I press next.
